Vanguard’s Director, Shahbaz, is equipped with more than 37 years’ experience of entrepreneurship and Operations and Project management in the Private and public sectors, both in leadership C level positions. He has played pivotal role in the development of oil & gas assets in Pakistan and associated transmission and disposal infrastructure. This includes key role in establishing the business units of three MNCs in Pakistan and transformation of a mining asset i.e. BME (https://www.bme.com.pk). In PGNiG (2014-16) as Senior General Manager (Development & Production), he led the implementation of the long-term development strategy of the first tight gas discovery in Pakistan.
In MOL (2003-2014) as Senior Director Production he played pivotal role in the development of an oil & gas empire, when the Operator (MOL) had less than 10% working interest in the venture i.e. Tal Block. This included implementing monetization Strategies for the pertaining hydrocarbon discoveries and leading its oil logistics to respective refineries in Punjab and Sindh. Earlier, he had played similar role in Tullow Oil (1999-2003) as its Production Manager.
Leadership
He has also made effective contribution in the mining sector by leading a major mining enterprise (BME) for ~three years (2016-19). During the said period, he not only increased its revenues by 90%; but, also introduced its long-term development strategy.
He also served as Member, Working Group on Energy formed by the Government of KPK in 2013 as well as Chairman, Working Group on flared gases formed by the Federal Government in 2012. In addition, he undertook a number of sustainability initiatives contributing towards reducing carbon footprint, welfare of the associated communities and gender balance.
He is a regular contributor to the mainstream media on issues of public interest (energy, mining, economy, education, governance, alternate energy, public procurement, trade and commerce etc).

- Oil & gas upstream operations and Procurement related studies
- Identification of alternate fuel recipes for clients
- Research and business proposals/studies for clients within and outside Pakistan
- Capacity gaps assessment of an OMC
- Management and Energy audits of business units
- Operational capacity ascertainment including risks identification and regulatory compliance status of a glass factory
- Technical & contractual gaps’ analysis of an EPCC project including diagnostic investigation of multiple technical issues.
- Assessment of a long-term O&M framework contract in the context of its techno-commercial implications
